I’m an engineer. Making even minor changes to a part takes a while as there’s a lot of bureaucracy involved at companies and such. If these teams buy louvres and they don’t fit, it’s not like they can wait, they may need them next week.

So, basically, you’re damned if you do and damned if you don’t. This is the problem with “single source” parts. This is why you build a rulebook and allow teams to then build the car and adhere to the rules. Either that, or NASCAR needs to build the cars and then distribute the cars to the teams after inspecting them and having them pass some sort of “Quality control” testing for the teams to go and setup. Their suspension and all as they like. Basically how SRX does it. It’s not the first time teams are getting penalized because NASCAR’s manufacturers suck.

Also, it probably extends beyond HMS, they’re just the ones getting caught. Obviously, it sounds like Kaulig also has been caught, making it sound more like there was a “bad batch” of parts
