I don’t think it is needed. Not getting points is one form of penalty. Also, the team owner and sponsors aren’t going to let a driver take 4 vacations over the the summer where they are skipping the races. The sponsor pays for that that big name driver to be in that car on Sunday. not sitting on a beach getting a tan. The waiver is a rule that has been added that doesn’t need to exist.
