Alternately, how do you stop teams from taking advantage of “win and you’re in” by running a blatantly illegal engine, and then intentionally blowing that engine up in the next race?

W race winnings engine is sealed and must be inspected before being reused or rebuilt and it must only be put back in the same chassis it was removed from.
