Like with any rule, or rule change… it will be modified and penalties reduced/removed when “certain” teams violate/exploit it in key moments or races.
Fans: Why?
Nascar: Why not?

Killing the sport 1 rule at a time.
They should penalize them for illegal collisions like F1, maybe not as strict but to a certain extent.
More dumb rules Nascar doesn’t need
Safety reasons
