shows that nascar does have the power to manipulate outcomes and have the board become the scapegoat when it suits them.

NASCAR is out for money and that is what these penalties are about. I could have understood the penalties better has the problem been found after the race had been run, but HMS voluntarily submitted their cars to inspection I believe before the cars even hit the track for practice. Had HMS intentionally tried to break the rules they would not have voluntarily submitted their cars to inspection.
