They intentionally dont do that so the gravel will slow a race car down if it ends up in the gravel. Its called a gravel trap for a reason to trap the car entering it
@Trevor Conrad no matter how you packed on the gravel It will still slow down the car. But my packing it down if a car enters the trap they can get out easier.

This is why tracks need to pack in the gravel before a race so it’s not lumpy
It’s so if someone’s brakes go out or miss the corner they don’t tear the wall down, the lumps slow the cars/trucks down
