Considering they both won races last year, and the qualification format for the All-Star hasn’t changed this season (that I know of), I’d say yes.

The 29 was used by RAB Racing when it attempted a couple of races. I don’t think that they made the field though. I know Childress had the number until Austin Dillon ran #3. I guess that to make it official he had to get permission from Childress to use the 29 in that style after all, he did use the number.
